Quorum and majorities at the owners' meeting in Azerbaijan

Short answer

The general meeting is competent when owners holding more than 50 per cent of all votes, or their representatives, take part. If there is no quorum, another general meeting must be held; the Code gives no reduced quorum for the repeat meeting.

Çoxmənzilli binanın sahə mülkiyyətçilərinin ümumi yığıncağı ümumi səslərin əllidən çox faizinə malik olan sahə mülkiyyətçiləri və ya onların nümayəndələri iştirak etdikdə səlahiyyətlidir (yetərsay yaranır). What this means in practice

Most decisions pass by a majority of the votes present. Reconstruction, extension or raising of the building, limits on the use of the land plot and giving common property into use need at least two thirds of all votes. Decisions bind all owners, including those who did not vote. If a single owner holds all the premises, that owner decides alone, in writing.
