Quorum and majorities at the owners' meeting in Kazakhstan

Short answer

The meeting may take a decision if more than half of the total number of owners of apartments and non-residential premises take part. A decision is taken with the agreement of a majority of those who took part in the vote, except on the questions in sub-paragraphs 6 to 16 and 21 of paragraph 5 of the article, where a majority of all owners is needed.

Собрание правомочно принимать решение, если в нем участвуют более половины от общего числа собственников квартир, нежилых помещений. Решение принимается при согласии большинства от общего числа собственников квартир, нежилых помещений, непосредственно принявших участие в голосовании, за исключением вопросов, указанных в подпунктах 6) –16) и 21) пункта 5 настоящей статьи, по которым решение принимается при согласии большинства от общего числа собственников квартир, нежилых помещений.

What this means in practice

Each owner of an apartment, non-residential premises, parking space or storage room has one vote; a jointly owned unit has one vote. Owners of parking spaces and storage rooms are not counted in the quorum of paragraph 8. The questions that need a majority of all owners include the annual budget, the rate of the current contribution, targeted contributions, major repair, spending the savings-account money and the annual report. A decision binds all owners.
