Quorum and majorities at the owners' meeting in Poland

Short answer

Owners' resolutions pass by a majority of votes counted by the size of shares, unless the agreement or a resolution adopted that way gives each owner one vote on a particular matter. In the unified text of the act we read, the word «kworum» does not occur and we found no quorum rule.

What this means in practice

Votes are counted by shares, and an owner's share corresponds to the floor area of the unit with its appurtenant rooms relative to the floor area of all units (art. 3 ust. 3). Resolutions are adopted at a meeting or by the board collecting votes individually, or partly each way. If the required majority of owners does not agree, the board or manager may ask the court to decide (art. 24).
