Quorum and majorities at the owners' meeting in Italy

Short answer

On first call the assembly is validly constituted with owners representing two thirds of the building's value and a majority of the participants, and a resolution needs a majority of those present representing at least half of the value. If the quorum is missing, the second call falls on a later day, within ten days, and needs one third of the value and one third of the participants, with approval by a majority of those present representing at least one third of the value.

What the law says

Original wording of the law (Italian). The summary and the notes around it are ours.

What this means in practice

Further paragraphs of the same article require the second-paragraph majority for decisions such as appointing or removing the administrator, and, for innovations under art. 1120, first paragraph, a majority of those present representing two thirds of the value. The assembly cannot decide unless all those entitled were duly convened. Minutes are drawn up at every meeting and entered in the register kept by the administrator.

General information, not legal advice. Check with a lawyer in Italy before relying on it, and read your building's own documents: they can change how a rule applies.

Where Unitify fits

Unitify records how each owner votes and shows participation (units voted out of the units invited) and the result. Whether a meeting has a quorum and a decision passes is decided by the law above and your own rules; the record helps you check it.
