Quorum and majorities at the owners' meeting in Kyrgyzstan

Short answer

The general meeting is competent if more than 50 per cent of the members or their representatives are present. If there is no quorum, those present decide by a majority what form the next meeting will take, and the repeat meeting is held no earlier than 2 and no later than 30 days after the failed meeting.

Общее собрание членов товарищества собственников жилья правомочно, если на нем присутствуют более 50 процентов членов товарищества собственников жилья или их представителей. В случае отсутствия кворума члены товарищества собственников жилья большинством голосов от общего числа присутствующих принимают решение о форме проведения следующего собрания. В случае выбора проведения общего собрания посредством заочного голосования общее собрание присутствующих членов товарищества избирают ответственных лиц в количестве не менее трех человек для проведения опроса. Решение общего собрания оформляется протоколом. Обязательным приложением к протоколу является лист регистрации.

What this means in practice

Liquidating the association, deciding how income from economic activity is used, leasing out common property and approving the board's annual report need two thirds of all members' votes; taking on borrowed money needs the consent of all owners; other questions pass by a majority of those present. Decisions bind every member and owner, and a decision taken in breach of the statutory procedure is void.
