Quorum and majorities at the owners' meeting in Colombia
In general the assembly meets with owners holding more than half of the coefficients and decides by half plus one of the coefficients represented. If the assembly cannot meet for lack of quorum, a new meeting is held on the third working day after the initial call and decides validly with a plural number of owners, whatever percentage of coefficients is represented. No required majority may be higher than 70 per cent, except for ending the horizontal property regime.
What the law says
Si convocada la asamblea general de propietarios, no puede sesionar por falta de quórum, se convocará a una nueva reunión que se realizará el tercer día hábil siguiente al de la convocatoria inicial, a las ocho pasado meridiano (8:00 p.m.), sin perjuicio de lo dispuesto en el reglamento de propiedad horizontal, la cual sesionará y decidirá válidamente con un número plural de propietarios, cualquiera que sea el porcentaje de coeficientes representados.Last verified:

la asamblea general sesionará con un número plural de propietarios de unidades privadas que representen por lo menos, más de la mitad de los coeficientes de propiedadWhat this means in practice
For residential buildings the Constitutional Court ruled that the coefficient-weighted vote applies to decisions with economic content; for other decisions the quorum is more than half of the units and the majority is half plus one of the units present or represented (rulings C-522 and C-738 of 2002). Some decisions need a 70 per cent majority, such as extraordinary expenses above four times the monthly necessary expenses. The third working day is counted from the date set for the first meeting, as the law words it.
Where Unitify fits
Unitify records how each owner votes and shows participation (units voted out of the units invited) and the result. Whether a meeting has a quorum and a decision passes is decided by the law above and your own rules; the record helps you check it.
