Quorum and majorities at the owners' meeting in Latvia

Short answer

The general meeting is competent if the owners registered in the participants' list represent more than half of all apartment properties in the house. If a meeting fails for lack of quorum, a repeat meeting held within one month is competent if the owners registered represent more than one third of all properties, and its decision needs more than half of the represented properties.

What this means in practice

A repeat meeting may decide only questions that needed a simple majority at the first meeting, and its decision takes effect one month after notification, during which the community can decide otherwise in a new meeting or survey. By default a decision needs more than half of all apartment properties voting in favour; a few decisions need all owners or two thirds.

General information, not legal advice. Check with a lawyer in Latvia before relying on it, and read your building's own documents: they can change how a rule applies.

Where Unitify fits

Unitify records how each owner votes and shows participation (units voted out of the units invited) and the result. Whether a meeting has a quorum and a decision passes is decided by the law above and your own rules; the record helps you check it.
