MTK and MMMC Software in Azerbaijan

Unitify is management software for an MTK or an MMMC in Azerbaijan: residents see their apartment's charges in the app, send requests and pay, and the manager runs the whole building from one cabinet. Start on the free plan: no card, no call, no cap on users or buildings. The software is live at Avant Park in Baku. Below: what it does, what it does not do and how it fits the Housing Code.
Software for an MTK: what you need
In everyday speech and in payment categories ("MTK ödənişləri"), "MTK" names the bodies that building charges are paid to. The Housing Code itself has three management methods (art. 141.2): direct management by the owners, an owners' association (MMMC, mənzil mülkiyyətçiləri müştərək cəmiyyəti) or a specialised consumer cooperative, and a managing organisation (idarəedici təşkilat). The software does the same job for each: it calculates the monthly charge per apartment, keeps requests and announcements in one place and gives the resident an app.
What the software does
- Resident app. A resident sees their apartment's charges, sends a request, reads announcements and takes part in votes.
- Requests with a status. Every request has an address, an assignee and a status, so the manager sees what is closed and what is open.
- Charges by line. Per square metre, per apartment, per resident or as a fixed sum; each line shows up separately for the resident.
- Payment records. Payments are recorded per apartment, so each apartment's debt is visible.
- Meter readings. Residents submit them from the app.
- Announcements. A news post is written once and appears in the resident app.
- Polls and votes. The manager creates them, residents answer from the app, participation is visible.
- Roles. Staff work in the web cabinet; the number of users is not capped on any plan.
What it does not do
- It is not accounting software: billing keeps charges and payments, and bookkeeping stays with you.
- It does not create or register an MMMC: the owners choose the management method.
- It does not replace the meeting or the decision rules: the required majority comes from the Housing Code, not from the software.
- It has no video conferencing of its own.
- It does not present MilliÖn or ABB mobile as integrations: they are channels residents use themselves.
Fit with the Housing Code
Under the Housing Code (2009), the owners' general meeting chooses the management method (art. 141.3). A managing organisation can be any legal person or sole trader, and managing a building is not a licensed activity. Unless the management contract provides otherwise, the charge for each month is paid by the 15th of the following month, against payment documents presented by the 5th of that month (art. 137.1). The Code has no electronic-voting provision: an absentee decision is made in writing (art. 47.5).
So Unitify does not make a meeting legally valid, but it helps around it: polls, reaching owners before the meeting and seeing who has answered. More on the payment calendar in Housing Charge in Azerbaijan: When It Is Due, on meetings in Owners' General Meeting in Azerbaijan: Quorum and Decisions, and the terms are in the Azerbaijan housing glossary (in Azerbaijani).
Payment: what is integrated and what is not
Yigim is integrated for payments (Central Bank licence ÖT-003, acquiring): charges can be collected and reconciled straight through it. At Avant Park in Baku, the share of collected payments made through the app rose from 19% in June 2026 to 74% in August 2026. Channels such as MilliÖn and ABB mobile are already used by residents themselves, but they are not connected Unitify integrations.
Price
Free plan: $0 per apartment per month, with unlimited users and properties. It covers the core features and one news post a month for residents. Base is $1 per apartment per month and Pro is $3. Billing is an add-on: $0.5 per invoice, free on Pro. Video and intercom are $1 per apartment, only if you switch them on. The latest prices are on the pricing page.
How to start
Start free with one building: no card and no call. For a full launch, send the building registry (apartments, owners and opening balances) as an Excel file or an export from your current system, and we set the building up with you. Residents then add their own apartment in the app and the manager confirms them.

Frequently asked questions
What software does an MTK need?
Software that serves both sides: it helps the manager with charges, requests and announcements, and it gives the resident an app where they see their apartment's charges, send a request and pay. That is what Unitify is for: an MMMC or a managing organisation works in one cabinet, and residents use the app.
Is there free software for running an MTK?
Yes. Unitify's free plan is permanent, not a trial. No card is needed and the number of users and buildings is not capped. It covers the core features and one news post a month for residents; AI features are not part of the free plan. Current prices are always on the pricing page.
Who chooses the management method under the Housing Code?
The owners' general meeting (art. 141.3). A managing organisation (idarəedici təşkilat) can be any legal person or sole trader, and managing a building is not a licensed activity. Software does not replace that choice: it makes the daily work of the chosen method easier.
By what date must the monthly building charge be paid?
Unless the management contract provides otherwise, the charge for each month is paid by the 15th of the following month, against payment documents presented by the 5th of that month (art. 137.1). The software helps you work to that calendar: the document and the payment record for each apartment are in one place.
Can owners vote in the app?
You can create a poll or a vote in the app: residents answer from the app and the manager sees participation. But the Housing Code has no electronic-voting provision: an absentee decision is made in writing. So a vote in the app does not replace the written decision for a binding resolution.
How do residents pay in Unitify?
Yigim is integrated for payments (Central Bank licence ÖT-003, acquiring), and it works at Avant Park in Baku. Channels such as MilliÖn and ABB mobile are already used by residents themselves, but they are not connected Unitify integrations.
