Quorum and majorities at the owners' meeting in Brazil

Short answer

Unless a special quorum is required, decisions on first call are taken by a majority of the votes of the owners present who represent at least half of the ideal fractions. On second call the assembly may decide by a majority of the votes of those present. Votes are proportional to the ideal fractions, unless the convention provides otherwise.

What the law says

Original wording of the law (Portuguese). The summary and the notes around it are ours.

Salvo quando exigido quorum especial, as deliberações da assembléia serão tomadas, em primeira convocação, por maioria de votos dos condôminos presentes que representem pelo menos metade das frações ideais.
Provision: Código Civil, art. 1.352, caput, e art. 1.353, caput · Official text

What this means in practice

Some decisions need more: changing the convention, or the purpose of the building or a unit, takes two thirds of the owners' votes (art. 1.351). When a special quorum is required and not reached, the Code also lets the assembly continue as a permanent session on conditions set in art. 1.353, which this page does not cover.

General information, not legal advice. Check with a lawyer in Brazil before relying on it, and read your building's own documents: they can change how a rule applies.

Where Unitify fits

Unitify records how each owner votes and shows participation (units voted out of the units invited) and the result. Whether a meeting has a quorum and a decision passes is decided by the law above and your own rules; the record helps you check it.
