The Civil Code sets no number of days. It leaves the powers of the assembly, the form of convocation and the quorum to the condominium's convention, and it says the assembly cannot decide unless all owners were convened.
Unless a special quorum is required, decisions on first call are taken by a majority of the votes of the owners present who represent at least half of the ideal fractions.
Código Civil, art. 1.352, caput, e art. 1.353, caput
Yes, as long as the condominium's convention does not forbid it. Convening, holding and deciding any kind of assembly may be done electronically, provided the owners keep their rights to speak, debate and vote.
An owner who does not pay the contribution is liable for monetary correction, default interest (as agreed or, if none is agreed, as the Code provides) and a fine of up to 2 per cent of the debt.
