Arrears: what happens when owners do not pay in Kyrgyzstan
The housing association may set in its charter a penalty (neustoyka) for late payment of mandatory payments, contributions and other common costs. The penalty may not exceed 20 per cent of the total debt.
What the law says
Last verified:

What this means in practice
This is a ceiling on a penalty set in the charter, not a rate that accrues each year. Separately, when ownership of a flat passes to a new owner, the obligation to pay the costs of managing the common property passes to the new owner too. The sources checked found no equivalent penalty for a managing organisation; its remedy is whatever its management contract provides.
Where Unitify fits
Unitify records the debt per unit, records payments and sends reminders. Interest, voting limits, liens and enforcement come from the law above and your own rules and are applied by people; Unitify records the debt and the payments.
