Reserve and repair fund rules in Kazakhstan

Short answer

The accumulative contribution is a mandatory monthly contribution of at least 0.005 times the monthly calculation index per square metre of usable area, set aside for capital repair of the common property. The money may be claimed only for capital repair and cannot be pledged for the owners' obligations, and it may be spent only by decision of the meeting.

Накопительный взнос включает в себя обязательные ежемесячные взносы собственников квартиры, нежилого помещения, парковочного места, кладовки для накопления денег на проведение капитального ремонта общего имущества объекта кондоминиума в размере не менее 0,005-кратного месячного расчетного показателя, установленного на соответствующий финансовый год законом о республиканском бюджете, в расчете на один квадратный метр полезной площади квартиры, площади нежилого помещения, парковочного места, кладовки. Деньги на капитальный ремонт общего имущества объекта кондоминиума могут быть истребованы только на цели капитального ремонта общего имущества объекта кондоминиума и не могут являться предметом залога по обязательствам собственников квартир, нежилых помещений, парковочных мест, кладовок. Расходование денег, накопленных на сберегательном счете, осуществляется только по решению собрания.

What this means in practice

The same article creates three contributions: current, accumulative and targeted. The meeting decides whether to levy a targeted contribution; once it has decided, payment is compulsory. The accumulative contribution is a statutory floor, so owners cannot set it lower. The savings account holds the money, and the balance follows the building when the management subject changes.
