Reporting to owners: what the manager or board must report in Kazakhstan

Short answer

The chairman of the owners' association (or the management subject) must give owners and the house council a monthly report on managing the condominium by the 20th of the month after the reporting period, and an annual report by 1 April of the following year. The reports go through the digital objects of the housing sector and/or by posting in public places.

Председатель объединения собственников имущества или субъект управления объектом кондоминиума представляет собственникам квартир, нежилых помещений, парковочных мест, кладовок, совету дома посредством цифровых объектов в сфере жилищных отношений и жилищно-коммунального хозяйства и (или) путем размещения в общедоступных местах: ежемесячный отчет по управлению объектом кондоминиума – до двадцатого числа месяца, следующего за отчетным периодом; годовой отчет по управлению объектом кондоминиума – до 1 апреля года, следующего за отчетным. В ежемесячном и годовом отчетах по управлению объектом кондоминиума должны быть отражены дополнительные расходы, не относящиеся к расходам на управление объектом кондоминиума (в случае их наличия). Ежемесячный и годовой отчеты представляются с учетом требований, установленных законодательством Республики Казахстан о персональных данных и их защите.

What this means in practice

Both reports must show any extra costs that are not management costs, and are given with regard to the personal-data rules. The chairman also presents the monthly report to the house council, and the draft annual budget and annual report for its review (art. 51-1). The forms of the monthly and annual reports are approved by the authorised body and were restated in Appendix 8 to Order No. 358 of 16.07.2026. The forms are the order's: a free-format summary for residents is a different document.
