Arrears: what happens when owners do not pay in Armenia

Short answer

If owners are late twice with the sums due for the mandatory norms, the building management body may apply to court to recover them, after first warning the debtor in writing.

What the law says

Original wording of the law (Armenian). The summary and the notes around it are ours.

What this means in practice

The law sets no statutory penalty interest and gives no right to cut utilities, which are billed separately by their own suppliers. A seller of a flat must give the buyer written information on the seller's unperformed obligations and on the size of the mandatory payments, and the buyer takes over the previous owner's obligations (arts. 27 and 28).

General information, not legal advice. Check with a lawyer in Armenia before relying on it, and read your building's own documents: they can change how a rule applies.
