Owner decisions in Armenia — what the law actually allows

Every claim below is a primary-source citation, not a summary.

There is no electronic ballot

A full-text search of the consolidated law for “electronic” returns only the unified electronic platform for notifications and reports (art. 24.1) — not voting. The in-absentia written poll is expressly a signature exercise on one paper original.

Three ways to decide, one of them silence-as-assent

A convened meeting (quorum: more than half of all votes, 7 days' notice), a written poll in absentia (at least 5 days), or, for a closed list of questions, a posted notification where an owner who does not vote against in writing counts as having voted for.

The threshold: more than half, except alienating shared property

Most decisions — including setting the mandatory charges and their deadlines — pass on more than half of all votes. Alienating or pledging the common immovable property is the one decision that requires unanimity.

Questions a building manager facing certification asks

Do I need to get certified, and by when?

If your building is run by a համատիրություն (condominium), a trust manager or an authorised manager, yes — managing it became a regulated professional activity on 1 July 2025. Managers already in post have until 1 July 2027 to pass the Government-set test and appear on the Urban Development Committee's published list. Buildings of up to 4 owners and buildings run by the community head are outside this regime.

What happens if I miss the certification deadline?

Managers who fail the test or never apply are reported to their community by 1 December each year, and the community head then convenes an owners' assembly to terminate the management body's mandate.

Do I have to collect charges into a separate bank account for each building?

Yes, since 1 April 2020: mandatory and other charges must be paid cashless into a bank account opened in your management body's name for that one building — a separate account for every building you manage. Not opening it is an administrative offence.

Can owners vote through the app instead of on paper?

Not for a binding decision. Armenian law has no electronic-voting provision — the in-absentia poll is a signature exercise on one paper original. A platform can prepare the draft, collect the wet signatures and archive the record, but the vote itself stays on paper.
