Notice period for the owners' meeting in Serbia

Short answer

An owner is validly invited by a notice posted in a visible place in a common part of the building that the owners use every day (entrance, hallway). The notice states the day, hour and place of the assembly session and the proposed agenda. It must be posted at least three days before the session; in urgent cases it may be posted on the day of the session.

Сматра се да је власник посебног дела уредно позван истицањем обавештења о дану, часу и месту одржавања седнице скупштине са предложеним дневним редом на видљивом месту у простору који је заједнички део зграде и који је у свакодневној употреби власника посебних делова (улаз, ходник и сл.). Обавештење о одржавању седнице скупштине мора се истаћи најмање три дана пре дана одржавања скупштине, осим у хитним случајевима у којима се обавештење може истаћи и на дан одржавања скупштине.

What this means in practice

Posting in the building is the statutory method of invitation, not post or e-mail. The same article makes an owner who fails three times in a row to attend a properly invited session, without explaining why to the manager, "unavailable": that owner's vote then leaves the quorum and the total number of votes.
