Kazakhstan ОСИ Report to Owners: Order No. 358 Form and Deadlines
The chairman of an ОСИ (owners' association) in Kazakhstan, or another management subject, must report to the owners every month and once a year. The Russian page has the deadlines, a blank model that follows the structure of the monthly form in Appendix 8 to Order No. 358, and a filled example with invented figures. It is a model, not legal advice: the official form is approved by order and its text is what to file on. Unitify's free report does not replace it.
What does the law say?
- Deadlines and recipients (art. 46, para. 1). The chairman or management subject presents to owners and the house council, through the digital objects in the housing sector and/or by posting in public places: the monthly report by the twentieth of the month following the reporting period, and the annual report by 1 April of the following year.
- Extra costs. Both reports must show any additional costs that are not management costs.
- To the house council (art. 51-1, para. 5, sub-paras. 8 and 9). The chairman presents the monthly report to the house council, and the draft annual budget and annual report for its review.
- The form (art. 10-2, sub-para. 9; Order No. 358, point 1). The authorised body approves the forms of the monthly and annual reports; Order No. 358 of 16.07.2026 restates them in Appendix 8.
The calendar
An application of art. 46 to dates, not a separate rule: the monthly report for October 2026 is due by 20 November 2026; the one for December 2026 by 20 January 2027; the annual report for 2026 by 1 April 2027.
What is in the form?
The monthly form (Appendix 8, "Форма-1") lists, in order: the building's address, the form of management and the management subject; the balances on the current and savings accounts; arrears on current and accumulative contributions; total receipts; total expenses, from management costs to major repairs; a footnote that accumulated funds for major repairs are spent only by decision of the meeting; and three signatures (accountant, chairman or management subject, house council). The annual report is "Форма 2" of the same appendix.

By when must the chairman of an ОСИ give owners the monthly report?
By the twentieth of the month following the reporting period (art. 46, para. 1 of the Law on Housing Relations). The report for October, for example, is due by 20 November.
When is the annual report due?
By 1 April of the year following the reporting year (art. 46, para. 1). The annual report for 2026 is due by 1 April 2027.
Who gets the report, and how?
Owners of apartments, non-residential premises, parking spaces and storerooms, and the house council, through the digital objects in the housing sector and/or by posting it in public places (art. 46, para. 1). Separately, the chairman presents the monthly report to the house council (art. 51-1, para. 5, sub-para. 9).
Is there an approved form for the monthly report?
Yes. The authorised body approves the forms of the monthly and annual reports (art. 10-2, sub-para. 9), and Order No. 358 of 16.07.2026 restates them in Appendix 8. The model on the Russian page follows the structure of the monthly form as our source describes it; use the order's own text to file.
