Armenia's building-management regime rests on one statute — the Law on the Management of a Multi-Apartment Building (ՀՕ-334 of 7 May 2002), amended fourteen times, most recently in March 2026. It recognizes three forms of management: a համատիրություն (a condominium legal entity created by the owners), an authorised manager acting under a power of attorney, and a trust manager — exactly one management body per building. Where owners constitute none, the powers fall by default to the head of the community, which is what has happened at about 58% of the country's roughly 19,100 multi-apartment buildings (RA Statistical Committee, 2024 Yearbook).

Since 1 July 2025, running one of Armenia's 8,043 buildings under a համատիրություն, trust manager or authorised manager has been a regulated professional activity: the manager must hold a qualification tested by the Urban Development Committee, and such buildings must engage managers from the Committee's published list of trained persons. Managers already in post have until 1 July 2027 to enter the process, or be reported to their community for a vote to terminate their mandate. Buildings of up to 4 owners and buildings run by the community head sit outside this regime.

Owners choose a management body — a համատիրություն, an authorised manager or a trust manager — with exactly one management body per building. Mandatory charges paid cashless, into one bank account per building (art. 15.1)

Since 1 April 2020 the mandatory and other charges owners pay must go cashless, separately for each building, to a bank account opened in the management body's name. Failing to open that account is an administrative offence. Arrears are recovered through the courts after two missed payments and follow the apartment to its next owner.

Owner decisions: a convened meeting, a written poll, or notification — never electronic voting (arts. 11–14)

Armenian law lets owners decide at a convened meeting (quorum: more than half of all votes, 7 days' notice), by written poll in absentia, or — for a closed list of questions — by a posted notification where silence counts as assent. The written poll is expressly a signature exercise on one paper original; the law provides no electronic ballot.

Questions developers and building managers ask

How should a developer approach smart-building technology in a new Armenian complex?

Treat it as one platform decision, not a shopping list of hardware: access control, video intercoms, dispatching and a resident app should hand over to the building's management body already connected — and, since 1 January 2026, Armenian law puts the developer in the seat that chooses that management body's form at handover (art. 28.1), which is exactly the moment a platform decision gets made.

Does Armenian law let owners vote electronically?

No. The in-absentia written poll is expressly a signature exercise on one paper original, question by question. A platform can prepare, distribute and archive the documents; it cannot make the vote itself electronic.

How does a video intercom with phone unlocking work?
