An App for a КСК in Kazakhstan: Checklist

An App for a КСК in Kazakhstan: Checklist

The query "app for a КСК" comes from two people: the one who runs the building, and the one who wants residents to stop calling. Both are right, and an app that covers only one side solves half the job. Below: who a КСК is in Kazakhstan today, what an app for it must do, and what Unitify already does.

A КСК is not a form of management, it is the party that runs the building

The law separates two levels. Owners choose the form of management: ОСИ or НСУ. Owners hire the managing party: a management company or a КСК, under a contract with the ОСИ or by the meeting's protocol under НСУ. A КСК is an apartment owners' cooperative; the law allows the abbreviation "КСК" and counts it as a managing party alongside the management company.

For choosing an app, this means one simple thing. The ОСИ chairman holds the mandate, while the КСК or the management company is the doer residents go to when something breaks. An app built only around the word "ОСИ" ignores who actually runs the building day to day. More in the glossary: ОСИ and КСК (in Russian) and in the review of software for an ОСИ.

What an app for a КСК must do

Check any app against eight points:

  1. A resident app. Residents see charges, file requests, read notices and vote. If only the КСК works in the system, every question still arrives by phone.
  2. Requests with a status. Every request has an assignee, an address and a status, not a call to remember.
  3. Charges by line item. The current, accumulation and targeted contributions show as separate lines of the invoice.
  4. Payment. How the resident pays: what is connected directly and what the resident does on their own.
  5. Meter readings. Residents submit them themselves instead of waiting for a technician.
  6. Notices. They reach everyone, and you can see who read them.
  7. Staff roles. A dispatcher, a technician, a contractor and the chairman have different rights.
  8. Data. Where it is stored, and how a building gets in from Excel or another system.

Invoices and payment: what is connected and what is not

Charges are built by line item: building maintenance, heating, water, electricity, the lift and others. They can be calculated per square metre, per apartment, per resident or as a fixed amount. The resident gets the invoice in the app and pays in one tap or by QR code, and payments are reconciled automatically.

Halyk (ePay) is integrated directly into billing, and invoices are also delivered through the PayNet network. Kaspi is a channel residents already use to pay for utilities: billing takes it into account, but it is not a connected integration. Easybilly does not replace accounting. More on the integration: Halyk ePay.

Resident requests

Every resident request, from the app, through the Telegram bot or from a dispatcher by phone, becomes a request with a status, an address and an assignee in the CRM: as a list, a calendar or a kanban. A classifier by type separates electrical, lift, heating, water, intercom and other jobs. More on the page for requests and the technician app.

Voting and the protocol

The law allows voting through a digital object from 7 days to 2 months. A resident does not need an ЭЦП, identification is enough. The protocol, if drawn up electronically, is signed with an ЭЦП by the meeting chairman, the meeting secretary and the meeting initiator(s). Unitify does not stand in for those roles: residents vote in the app, and the ОСИ or the managing party sees turnout and the vote status in the CRM; the protocol is drawn up and signed by the people the law names. See the page on voting.

Roles and access

Residents work in the app, КСК and ОСИ staff in the CRM, with no limit on the number of users on any plan. The CRM has six ready roles: administrator, manager, dispatcher, foreman, technician, contractor. You can create your own roles, for example for the chairman, view-only for requests, invoices and online payments.

The building site and notices

The managing party publishes news and notices once: they reach residents in the app, by email and on the building site, with a mark of who read them. The building site is unitify.homes: a branded site for the building with its own address, holding the building's documents, news, payment and requests. The managing party sets it up itself, it does not appear automatically.

What Unitify does not do

  • It does not replace accounting: Easybilly keeps charges and payments, not the books.
  • It does not connect Kaspi as an integration: it is a channel residents pay through on their own.
  • It does not stand in for the chairman, the secretary and the initiator when the protocol is drawn up.
  • There is no full web portal for residents with the app's functions: part of it is available in a browser on the building site.
  • The Hikvision video intercom is connected per building, and other access systems, cameras and meters are fitted to the building's project.

How to start

You can start on the free plan with no card and no call: you add your first building and send the registry (apartments, owners, opening balances) as Excel or an export from your previous system, and we do the transfer and setup together with you. Residents add their own apartment in the app, and the managing party confirms each one. Prices are on the pricing page.

What Unitify does for buildings in Kazakhstan is on the page Unitify for an ОСИ in Kazakhstan, and the terms are in the Kazakhstan housing glossary (in Russian).

Frequently asked questions

How does a КСК differ from an ОСИ, and why does it matter when choosing an app?

An ОСИ is a form of managing a building, alongside НСУ. A КСК is an apartment owners' cooperative and a managing party: an organisation the building hires under a contract, like a management company. An app for a КСК has to work for both sides, the party that runs the building and the resident, and must not confuse the ОСИ chairman's mandate with the КСК's work.

Can an app for a КСК take payments from residents?

In Unitify a resident sees the charges for their apartment and pays in the app through Halyk acquiring (ePay), which is integrated directly into billing. Kaspi is a channel residents pay through on their own: billing takes it into account, but it is not a connected integration.

Does a resident need an electronic digital signature to vote?

No, identification is enough for the resident. If the protocol is drawn up electronically, it is signed with an ЭЦП by the meeting chairman, the meeting secretary and the meeting initiator(s) (clause 24 of order No. 163 as amended by order No. 358 of 16.07.2026; art. 42 clause 15 of the Law on Housing Relations). Unitify does not stand in for those roles.

Which devices does the app run on?

The resident app is native on iOS and Android. The КСК and the ОСИ work through a web CRM. A resident has no full web portal with the app's functions, but the building's documents, news, requests and payments are also available in a browser on the building site, unitify.homes, if the managing party has set one up. A resident who does not want the app can use the Telegram bot for requests.

Is there a free plan for a КСК?

Yes. You can start on the free plan with no card and no call, with no limit on users or properties. For most associations and small management companies it covers the daily work. Current prices are always on the pricing page.

Where is residents' data stored?

Kazakhstani clients' data is stored on servers in Kazakhstan: Unitify has local infrastructure in the country, on Servercore.
