No more routine

Every one of these becomes a ticket, gets solved and stays on record. One platform to run the whole building.

One platform for Saudi Arabia’s REGA-registered owners’ associations.

One platform, three layers

  1. Operations

CRM, billing, resident and technician apps. Every request becomes a ticket, every invoice goes out on time.

  2. Building

Intercoms, access control, cameras, meters, EV chargers and building systems. The hardware layer most platforms leave out.

  3. Intelligence

AI answers calls, files tickets and writes reports. Nothing happens without your approval.

Works with what you already use

Saudi residents already pay recurring bills through the Kingdom’s own national rails. These are how residents already pay, not integrations Unitify connects to.

Easybilly

Close the month in minutes

Under the Law of Ownership, Subdivision and Management of Real Estate Units (Royal Decree M/85), REGA’s Mullak platform runs registration and invoicing for the owners’ association. Easybilly runs the collections follow-up, reconciles receipts and reports collectability, and gives the manager the owner statements — it does not issue an invoice outside Mullak.

  • Import apartments, owners and opening balances from Excel or your old system.
  • Charge per square meter, per apartment, per resident or a flat amount.
  • Residents pay the way they already do, through SADAD or mada; Easybilly shows the status in the resident app.

Built by a property manager

In 2012 Ilia Sotonin started a residential management company and kept the duty phone under his pillow. The software he built to get some sleep grew into a platform for 10,000 management companies and more than 5 million apartments. Unitify is that platform, rebuilt for the global market.

Questions property managers and developers ask

What is an owners’ association under Saudi law, and when must one form?

Once three or more owners hold subdivided units in the same shared property, they must form an association among themselves and register it with REGA within 30 days of formation. The association only acquires legal personality, and its own separate funds, on registration, and buying a unit in a building that already has one is itself acceptance of its by-laws.

Who runs the state Mullak platform, and what does it require?

REGA runs Mullak. Registration of the association, membership verified against the title deed, election of the chairman, appointment of the property manager, approval of the by-laws, the meeting minutes and the service-charge invoices all run through it, and the by-laws can only be amended with REGA’s approval.

Can a developer appoint the first property manager?

Only above two thresholds together: the building must have at least 100 subdivided units, and the developer must retain ownership of at least 10% of them. Below either threshold, the chairman nominates managers and the owners vote.

How are service charges enforced when an owner does not pay?

Once REGA has approved them, the property manager’s decisions and contracts concerning the shared property become an enforceable instrument against owners under the Enforcement Law, so arrears are pursued through enforcement rather than a full lawsuit.

Can the general assembly vote electronically?

Saudi law does not itself regulate electronic voting for owners’ associations. The quorum and convening procedure live in each association’s by-laws, which REGA approves, and REGA’s own Mullak platform runs the voting and the minutes electronically.

Can you connect the intercom or access hardware we already have?

Usually yes. If the panel, controller, camera or meter exposes an integration interface (an API, SIP, ONVIF or a Modbus or M-Bus gateway), we connect it to the resident app under the project. Barriers with plate recognition, lift access and in-apartment smart home are handled the same way, as project work. Hardware with no interface cannot be connected, and we check the exact model before you commit. Hikvision and Dahua video intercoms and door controllers are the most common cases here, connected through their own interfaces.

The Arabic terms behind Saudi owners’ associations

The words people search for and the legal terms behind them, as they stand under Saudi law. Unitify is separate software; it is not a REGA or Mullak service.

Terms at a glance

اتحاد الملاكittihad al-mullak
Owners’ association, in the everyday wording many people search for. The statute’s own term is the next entry.
جمعية الملاكjam’iyyat al-mullak
Owners’ association, the Law’s own term: the body the owners of a shared property set up to manage that property’s affairs. It acquires legal personality on registration with REGA.
منصة ملاكminassat mullak
The Mullak platform, REGA’s state platform for owners’ associations. Registration, membership, minutes and service-charge invoices run through it.
اشتراكات الملاكishtirakat al-mullak
Owners’ subscriptions, the statute’s term for service charges: each owner’s contribution to managing the shared property and maintaining its common parts.
رسوم الاشتراكrusum al-ishtirak
Subscription fees (service charges), REGA’s plain-language term. Agreed by the owners, proposed by the chairman and put to a vote. They do not include a unit’s own electricity or water bills.
الأجزاء المشتركةal-ajza’ al-mushtaraka
Common parts. REGA’s own examples are entrances, lifts and corridors.
إدارة المرافقidarat al-marafiq
Facilities management, the phrase REGA uses for what an association organizes alongside the common parts.
مدير العقارmudir al-’aqar
Property manager, an individual or a company. Runs maintenance of the common parts and collects the charges through the association’s bank account.
السند التنفيذيal-sanad al-tanfidhi
Enforceable instrument. Once REGA approves them, the manager’s decisions and contracts are an enforceable instrument against owners under the Enforcement Law.
برنامج اتحاد الملاكbarnamaj ittihad al-mullak
Owners’ association software, the phrase managers and developers search for. Unitify is software of this kind for managers and developers; it is separate from REGA and carries no official status.

Arabic-term questions

What is اتحاد الملاك (ittihad al-mullak)?

The everyday phrase for an owners’ association. The statute’s own term is jam’iyyat al-mullak: the body the owners of a shared property set up to manage it, registered with REGA.

What are رسوم الاشتراك (subscription fees, or service charges) and who sets them?

The owners do. The rules for calculating the charges are written into the association’s by-laws, and the chairman proposes any change for a vote. Each owner pays in proportion to the area of their unit against the total subdivided area. REGA’s own guidance says the fees cover the common parts and shared services, and do not include a unit’s own electricity and water bills.

Who pays رسوم الاشتراك, the owner or the tenant?

Each owner pays their own share on time. REGA’s guidance says the tenant bears the fees only if the lease says so. Where a unit is let, the owner stays liable to the association for the unit’s rights and duties and for the common parts, unless the owner has agreed otherwise with the tenant (Law art. 23(1)).

What counts as الأجزاء المشتركة (common parts)?

REGA’s own examples are entrances, lifts and corridors, and its guidance lists lifts, security, cleaning, parking, gardens and roofs among what the subscription fees cover. An owner cannot escape the charge by giving up their share of the common parts.
