Quorum and majorities at the owners' meeting

The Wohnungseigentumsgesetz (WEG) sets no quorum. A resolution is carried by the majority of the votes cast, and each owner has one vote; if a unit belongs to several people they can vote only uniformly.

§ 25 Absätze 1 und 2 WEG
Remote and electronic voting by owners

Yes. Owners can resolve, by at least three quarters of the votes cast, that assemblies take place for up to three years without owners and manager being physically present at one venue (a virtual assembly).

§ 23 Absatz 1a WEG
Reserve and repair fund rules

The owners resolve on the advance payments for costs and for the reserves. Building up an appropriate maintenance reserve (Erhaltungsrücklage) is part of proper administration.

§ 28 Absatz 1 Satz 1 und § 19 Absatz 2 Nummer 4 WEG
