Questions a Ban quản trị or operating unit asks in Vietnam
When is a management board mandatory in Vietnam?
A Ban quản trị (management board) is compulsory in a multi-owner building of 20 apartments or more; below that threshold, owners and users decide for themselves whether to form one.
Does an operating unit need a licence?
No. Vietnam issues no licence (giấy phép). Managers and staff directly involved in operations must have relevant professional qualifications and hold a training certificate, and the firm may only trade after a written eligibility notice from the competent authority.
Can a building hold its conference online?
Only where an epidemic or natural disaster makes an in-person meeting impossible. Otherwise the building conference (Hội nghị nhà chung cư) is held in person, and votes are weighted by area — one square metre of privately owned area is one vote — while attendance is counted in people.
Who holds the 2% maintenance fund?
The management board holds it in its own dedicated bank account once recognised. A platform can record the fund, keep its invoice and voucher trail, and report on it — it never spends the fund on operation.
How do residents pay?
VietQR bank transfer through NAPAS 247, a direct bank transfer, or one of the licensed payment providers residents already use — MoMo, ZaloPay or VNPAY.
What can residents do in the app?
Send requests and reports (phản ánh) to the operating unit, pay bills through the methods above, submit meter readings, read announcements from the building management office (ban quản lý), register guest passes, book shared amenities, and take part in surveys and polls between conferences.
