Software for pengelola rusun and PPPSRS boards in Indonesia
Permen PKP No. 4 of 2025 lists among the obligations of a licensed pengelola rusun (the building manager) the use of a “sistem informasi pelaporan pengelolaan terkomputerisasi” — a computerised management reporting system that members of the PPPSRS, the owners’ and occupants’ association, can access. Unitify keeps IPL (iuran pengelolaan lingkungan, the monthly service charge) balances per unit, records each payment against the right unit and gives owners and residents an app where they see their charges.

Close the month in minutes
Easybilly applies each building’s own rules, generates the invoices and sends them to the resident app. Every line says where its number came from.
- Import apartments, owners and opening balances from Excel or your old system.
- Charge per square meter, per apartment, per resident or a flat amount.
- Residents get a PDF with a QR code. Paying in the app needs a payment provider connected for your buildings; we agree it per project.
Meet your 24/7 dispatcher
AI Concierge answers every call and chat, creates tickets and keeps residents posted. A human approves every decision.
- Resident: Hello! I just noticed there’s no hot water in my apartment. Could you look into what’s going on?
- AI Concierge: Hi there! Thanks for letting us know. We’ll send a technician to take a look within the next hour. Could you confirm someone will be home?
- Resident: The technician, Dimas, just left — everything works.
- AI Concierge: Glad to hear it! I’ve marked the request as resolved. From your first message to the fix: 52 minutes.

Questions a pengelola rusun or PPPSRS board in Indonesia asks
What is the PPPSRS and when must it be formed?
The PPPSRS (Perhimpunan Pemilik dan Penghuni Satuan Rumah Susun) is a legal entity whose members are the owners or occupants of a rumah susun (Permen PKP No. 4 of 2025, Pasal 1). The owners must form it, and the developer must facilitate its formation before the transition period ends; that period lasts at most one year from the first handover of a unit to an owner, whether or not every unit has been sold (Pasal 58). Confirm the wording against the official text with a local adviser.
Who can act as pengelola rusun?
Under Permen PKP No. 4 of 2025, management of a rumah susun milik must be carried out by a pengelola that is a legal entity. The pengelola registers and obtains a business licence from the regent or mayor, and in DKI Jakarta from the governor; the licence goes to a pengelola with management competence and staff with technical building competence (Pasal 11). Confirm the wording against the official text with a local adviser.
What reporting does the regulation ask of the pengelola?
Among the pengelola’s obligations, the regulation lists the use of a “sistem informasi pelaporan pengelolaan terkomputerisasi yang dapat diakses oleh Anggota PPPSRS”, a computerised management reporting system that PPPSRS members can access, and a regular report on performance and problems to the PPPSRS board at least once every three months (Pasal 14(2)(b) and (c)). The regulation names no product, and Unitify does not claim to be that system. What Unitify keeps is the per-unit IPL balance, every charge and payment, and a resident app where owners and residents can open them. Confirm the wording against the official text with a local adviser.
How is IPL apartemen calculated?
The management cost is funded from the iuran pengelolaan lingkungan. The IPL of each unit is calculated from its NPP (nilai perbandingan proporsional, the unit’s proportional share) multiplied by the total annual management cost set at the musyawarah (Pasal 27(4)). IPL is borne by owners and occupants proportionally and paid to the PPPSRS (Pasal 28(2)). Confirm the wording against the official text with a local adviser.
What does the developer do during the transition period?
Until the PPPSRS is formed, the developer (pelaku pembangunan) must manage the rumah susun itself or together with a licensed pengelola (Pasal 15). Its tasks include setting the transition-period IPL, drawing up the sinking fund budget, preparing six-monthly financial reports for owners and handing audited transition-period accounts to the PPPSRS (Pasal 16). Confirm the wording against the official text with a local adviser.
Which regulation is this, and what did it replace?
Permen PKP No. 4 of 2025 on the management of rumah susun milik and the PPPSRS was set on 17 April 2025 and promulgated on 22 April 2025. It repeals Permen PUPR No. 14 of 2021 on the PPPSRS (Pasal 100) and took effect on the day it was promulgated (Pasal 101). Confirm the wording against the official text with a local adviser.
What does Unitify do with IPL?
It keeps a balance per unit, records each payment against the right unit, sends automatic reminders and sends the charge to the resident app, instead of reconstructing the IPL arrears at month end in a spreadsheet. Requests from residents are tracked in the same place.
Does Unitify integrate with QRIS or bank virtual accounts?
There is no QRIS or bank virtual account integration. Owners pay IPL as they do today and Unitify records the payment against the right unit.
