Software for a ТСЖ (ТЧСЖ) in Uzbekistan

Software for a ТСЖ (ТЧСЖ) in Uzbekistan

In Uzbekistan, a homeowners' partnership goes by the abbreviation ТЧСЖ (a partnership of private homeowners). So the queries "program for a ТСЖ in Uzbekistan" and "app for a ТЧСЖ" need one and the same answer, and the main point is not the interface: in 2026 the record of mandatory payments for a building must be kept in the state system "Mening uyim". Software for a ТЧСЖ works beside it, not instead of it.

ТЧСЖ, УСК and the other forms of management

The law names three forms of managing a building: direct management by the owners, a managing organisation or a manager under a contract, and a partnership of private homeowners (ТЧСЖ). A ТЧСЖ is a non-profit organisation joining the owners; it is a legal entity that gains legal-entity rights from state registration (art. 8 and 30 of Law No. ЗРУ-581). The 2006 law on partnerships ceased to be in force on 1 August 2020.

According to the President's press service in January 2026, there are more than 200 partnerships and more than 900 managing service companies. "Managing service company" (УСК) is a term of the press service, not a separate legal form: in law it is a managing organisation. Definitions are in the Uzbekistan housing glossary (in Russian).

What must be kept in "Mening uyim"

This is a requirement of Presidential decree No. ПҚ-48 of 05.02.2026, not of a law. Under it:

  • from 1 July 2026 the record of mandatory payments and of income from renting out common property is kept only through "Mening uyim", nationwide;
  • in Tashkent, from the same date, owners' meetings, contracts, managers' reports and residents' requests must go only through "Mening uyim", in all regions from 2027;
  • every building needs a registration record, a СТИР (tax ID) and a bank account in the owners' name, for buildings in operation by 1 July 2026;
  • payment can be by bank card, an electronic payment system or a bank cash desk.

These are the decree's requirements, not a statement that everything already works this way: we did not check how they are met in particular buildings. More in the review of the bank account and СТИР for every building and in the glossary: Mening uyim (in Russian).

What is left for software beside "Mening uyim"

Access control, intercoms, video surveillance and management of the building's equipment are not described in the acts we read. Together with everyday work with residents, that is six jobs an app covers beside the state system (in Tashkent, residents' requests must still go through "Mening uyim" under the decree):

  1. Communication with residents. Notices reach residents in the app instead of staying on the entrance door.
  2. Requests. Every request has a status, an address and an assignee.
  3. The building's equipment. An equipment register and a maintenance schedule, as a working tool beside the annual work plan in "Mening uyim".
  4. Access. Access control and guest passes.
  5. Intercoms and video surveillance.
  6. Card payment in the app, within the channel the managing party has chosen.

What Unitify does and does not do

Unitify is an operational layer for managing companies and buildings in Uzbekistan: communication with residents, requests, access control and video surveillance. Unitify also keeps the building's equipment register and its maintenance schedule, as a working tool beside the annual work plan in "Mening uyim". More: the equipment register and maintenance schedule and requests and the technician app.

What Unitify does not do:

  • it is not integrated with "Mening uyim" and does not replace the system: the record of mandatory payments, and in Tashkent also meetings, reports and residents' requests under the decree, must be kept in it;
  • it does not replace the building's account, the СТИР and the record of payments;
  • it does not connect Click: it is a channel residents use on their own.

How residents pay

Cash to the management company is not allowed; a bank card, an electronic payment system or a bank cash desk is. Unitify accepts card payments through Payme in the resident app and passes invoices to the Paynet network, where the resident pays directly.

How to start

You can start on the free plan, with no limit on users or buildings: you add your first building and send the registry (apartments, owners, opening balances) as Excel or an export from your previous system, and we do the transfer and setup together with you. Residents add their own apartment in the app, and the managing party confirms each one. Prices are on the pricing page.

Data is stored on local servers in the country. UNITIFY LLC has been listed as a resident of IT Park Uzbekistan since February 2025 according to the public register of residents. What Unitify does for Uzbekistan is on the page Unitify in Uzbekistan.

Frequently asked questions

What software does a ТЧСЖ in Uzbekistan need if there is "Mening uyim"?

"Mening uyim" is a state system, and under ПҚ-48 from 1 July 2026 the record of mandatory payments for a building must be kept only in it. So software for a ТЧСЖ cannot replace it. What is left is work beside it: what "Mening uyim" does not cover (access control, intercoms, video surveillance, management of the building's equipment), plus the equipment register and maintenance schedule as a working tool beside the annual work plan in "Mening uyim", everyday communication with residents and requests inside the building. In Tashkent, residents' requests must go through "Mening uyim" under the decree.

Can software be connected to "Mening uyim"?

There is no direct integration: no published act gives third-party software an API or integrator status in "Mening uyim". Unitify works alongside it and does not replace the system. The decree tasks the development of the "Mening uyim" regulation for August 2026; we did not find a published one on 8 September 2026.

How does a ТЧСЖ differ from a "managing service company" (УСК)?

A ТЧСЖ is a partnership of private homeowners, one of three forms of managing a building: the owners themselves joined in a legal entity. "Managing service company" is a term from the President's press service, not a separate legal form: in law it is a managing organisation.

How do residents pay mandatory contributions when working with Unitify?

Cash to the management company is not allowed; a bank card, an electronic payment system or a bank cash desk is. Unitify accepts card payments through Payme in the resident app and passes invoices to the Paynet network, where the resident pays directly; Click is a channel residents already use, but it is not connected to Unitify. Unitify does not replace "Mening uyim" as the system that records mandatory payments.

Is there a free plan for a ТЧСЖ?

Yes, with no limit on users or buildings. For most small managing companies and partnerships it covers the daily work. Current prices are always on the pricing page.

Where is residents' data stored?

For Uzbekistan, data is stored on local servers inside the country.
