Bank Account and Tax ID per Building: What ПҚ-48 Requires

Every manager eventually hears the question: which account holds the building's money, and in whose name is it opened? Resolution ПҚ-48 answers in its text: a separate account for each apartment building, in the owners' name. Below is what exactly it requires of a manager, and by when. We write only what the text of the resolution requires. How it is being met building by building, we have not checked.

First, the status

This is Presidential Resolution No. ПҚ-48 of 05.02.2026, not a law. Law No. ЗРУ-581 "On the management of apartment buildings" names three forms of management: direct management by the owners, a management organization or manager under a contract, and a homeowners' association (art. 8). The law does not mention the "Mening uyim" system. So in contracts, notices and letters to residents write "under Resolution ПҚ-48", not "by law".

Everything below comes from clause 9 of the resolution, which introduces the procedure "from 1 July 2026".

An account per building, in the owners' name

Clause 9(г): to keep separate records of money from mandatory payments and from letting or lending common property, a bank account is opened for each apartment building in the name of the owners of the premises.

The name matters. Not the management organization: the owners. The manager receives the building's account into management: the general meeting's decision choosing a manager must also provide for handing over the building's bank account (clause 9(ж)).

Registration, СТИР and the deadline

Clause 9(д): buildings already in service are registered and given a СТИР (a taxpayer ID) and a bank account by 1 July 2026, on the manager's application. New buildings get them within one month of commissioning, on the developer's application.

For a manager with a portfolio: each building is a row in a list. Is it registered, does it have a СТИР, does it have an account, and in whose name? If a building lacks any of the three, that is not a "technical loose end": it is a gap against a requirement whose date is named in the resolution. We do not know the position in your buildings. You do.

How people pay, and where it is recorded

Two neighboring requirements that are often confused.

How people pay. Mandatory payments are made only by bank card, through electronic payment systems or at a bank cash desk (clause 9(в)). Cash paid to the management company's own till is not on that list.

Where it is recorded. Accounting of mandatory payments, and of payments from letting or lending common property, is kept only through "Mening uyim" (clause 9(б)). This is not limited to Tashkent.

Tashkent is separate. There, under clause 9(а), owners' meetings, contracts, managers' reports and residents' appeals must go only through "Mening uyim"; from 2027 the procedure extends to all regions. That is a requirement of the resolution, not a statement that it already works this way: we have not checked how it is being carried out.

When there is no manager

Clause 9(и) covers an awkward situation. If the general meeting has not decided how to manage the building and no manager is appointed, or the contract with the manager has been terminated or suspended, owners must pay mandatory payments to the building's bank account: in the amounts set by the general meeting, and if there is no such decision, at the minimum tariff set by legislation.

For a manager that means something simple: the account is opened for the building and the owners, not for a contract with you. If the contract ends, payments still go to the building's account.

The annual works plan, in January

Clause 9(з): the annual plan of works on keeping, using and repairing common property, and the financing estimate, are approved by the general meeting, with specific works and sums by month. The draft meeting decision on this is generated in "Mening uyim" every January.

What the resolution does not say

Two gaps that are more useful to state than to skirt. First: the resolution says nothing to let third-party software connect to "Mening uyim". The word "API" does not appear in its text and no integrator status is provided for. Second: annex 10 to ПҚ-48 orders the system's regulation to be drafted by August 2026. We found no published regulation on lex.uz as of 8 September 2026. Until it exists there is no answer to "how do we connect", and anyone promising an "integration with Mening uyim" promises something none of the acts we read provides.

Per-building checklist

Go through each building in the portfolio and mark which of the six points are confirmed by documents and which only by word of mouth.

  1. The building is registered and has a СТИР — clause 9(д).
  2. A bank account is opened in the owners' name — clause 9(г).
  3. The meeting's decision choosing the manager hands over the account — clause 9(ж).
  4. Residents pay by card, through an electronic payment system or at a bank cash desk — clause 9(в).
  5. Mandatory payments are recorded in "Mening uyim" — clause 9(б).
  6. In January you look at the draft decision on the works plan — clause 9(з).

What Unitify does, and what it does not

Unitify does not integrate with "Mening uyim": no published act gives third-party software an API or integrator status. We work alongside it and cover what "Mening uyim" does not: access control, intercom, video surveillance, building handover. Unitify also keeps the building's equipment register and its maintenance schedule, while accounting of mandatory payments stays in "Mening uyim". We do not replace the building's account, the СТИР or the payment records.

If you manage several buildings and want equipment and requests for each in one place, you can start free on the Unitify page for Uzbekistan. For the system itself, see the Russian-language glossary entry on "Mening uyim".

Frequently asked questions

Does each apartment building in Uzbekistan need its own bank account?

Under Presidential Resolution No. ПҚ-48 of 05.02.2026, yes: a bank account is opened for each apartment building in the name of the owners of the premises (clause 9(г) of ПҚ-48). It keeps separate records of money from mandatory payments and from letting or lending common property.

By when does a building need a СТИР and a bank account?

Buildings already in service are registered and given a СТИР and an account by 1 July 2026, on the manager's application. New buildings get them within one month of commissioning, on the developer's application (clause 9(д) of ПҚ-48). This is what the resolution requires; we have not checked how it is being met building by building.

How may residents pay mandatory payments under ПҚ-48?

Only by bank card, through an electronic payment system or at a bank cash desk (clause 9(в) of ПҚ-48). Accounting of these payments is kept only in the "Mening uyim" system (clause 9(б)).

Is this a requirement of a law?

No, it is a provision of Presidential Resolution No. ПҚ-48 of 05.02.2026, not of a statute. Law No. ЗРУ-581 "On the management of apartment buildings" sets out the forms of management (art. 8) and does not mention the Mening uyim system. So write "under Resolution ПҚ-48", not "by law".
