Software for owners’ associations in Mongolia
Mongolia’s 2003 law on owners’ associations gives each apartment building one СӨХ (сууц өмчлөгчдийн холбоо, the owners’ association), with compulsory membership and a bank account of its own. Unitify keeps СӨХ төлбөр (the dues) per apartment, records each payment against the right apartment and gives residents an app for charges, notices and requests.

Close the month in minutes
Easybilly applies each building’s own rules, generates the invoices and sends them to the resident app. Every line says where its number came from.
- Import apartments, owners and opening balances from Excel or your old system.
- Charge per square meter, per apartment, per resident or a flat amount.
- Residents get a PDF with a QR code. Paying in the app needs a payment provider connected for your buildings; we agree it per project.
Meet your 24/7 dispatcher
AI Concierge answers every call and chat, creates tickets and keeps residents posted. A human approves every decision.
- Resident: Hello! I just noticed there’s no hot water in my apartment. Could you look into what’s going on?
- AI Concierge: Hi there! Thanks for letting us know. We’ll send a technician to take a look within the next hour. Could you confirm someone will be home?
- Resident: The technician, Bold, just left — everything works.
- AI Concierge: Glad to hear it! I’ve marked the request as resolved. From your first message to the fix: 52 minutes.

Questions an СӨХ executive director or board in Mongolia asks
What is an СӨХ under Mongolian law?
The law of 18 June 2003 on the legal status of owners’ associations and the common property of apartment buildings defines the СӨХ as an association that exercises the owners’ joint ownership of the building’s common property, keeps the building in normal use and protects the owners’ rights; it has compulsory membership and no legal-entity rights (art. 4.1.3). There is one association per apartment building, and owners of several neighbouring buildings may form a single one together (art. 5.2).
Does the СӨХ need its own bank account?
Yes. The association uses a seal and letterhead made in the prescribed way and holds a current account with a bank (art. 5.5).
Who runs the СӨХ day to day?
Between general meetings the executive director runs the association’s daily work within the charter and the contract with the board (art. 12.1). The executive director gathers the money needed for the use, protection, repair and servicing of the common property into the association’s account (art. 12.4.1) and reports to the board meeting at least twice a year (art. 12.5).
Who decides the budget and how costs are split?
The general meeting of all members is the association’s highest body (art. 7.1). Only the general meeting approves the budget, the report and the balance sheet (art. 7.2.2), and the general meeting decides how repair and servicing costs of the common property are shared (art. 16.5).
How many votes does an owner have?
Each owner takes part in the general meeting with one vote for each apartment owned; an owner who has combined several apartments into one keeps one vote for each apartment combined (art. 5.6).
Is there a new СӨХ хууль (owners’ association law)?
A draft only. A draft revised law on the management of common property in residential and non-residential buildings was published for public comment on legalinfo.mn on 11 February 2025, with comments closing on 4 March 2025. The draft proposes quarterly financial and activity reports from the executive director to the board (draft art. 36.1), financial statements under the accounting law (draft art. 36.2), state registration of the common property (draft art. 7.2) and electronic participation in the general meeting with video and voting (draft art. 40.16). A draft is not law, and this page does not know whether or when parliament will pass it.
What does Unitify do with СӨХ төлбөр?
It keeps a balance per apartment, records each payment against the right apartment, sends automatic reminders and sends the charge to the resident app, so the executive director reports to the board from the same records instead of a month-end spreadsheet. Unitify does not hold the general meeting itself.
Does Unitify integrate with QPay or SocialPay?
There is no QPay or SocialPay integration. Owners pay as they do today and Unitify records the payment against the right apartment.
