Software for condominium unit owners associations in Ethiopia
Under Ethiopia’s Condominium Proclamation No. 370/2003, every unit owner is a member of the unit owners association, and its board keeps the records and accounts. Unitify keeps that association’s contributions and balances per unit, with reminders and a resident app.

Questions a condominium unit owners association in Ethiopia asks
Which buildings does the Condominium Proclamation cover?
Proclamation No. 370/2003 defines a condominium as a building for residential or other purpose with five or more separately owned units and common elements (art. 2(1)), and it applies to the Addis Ababa and Dire Dawa City Administrations (art. 3). Before relying on an article, check it against the official Negarit Gazeta text with an Ethiopian adviser.
Is membership of the unit owners association optional?
No. Every unit owner in a condominium is a member of the respective unit owners association (art. 12). The association approves budgets, determines fines, fees and contributions, hires employees and enters into contracts (art. 13). Check the official Negarit Gazeta text with an Ethiopian adviser before relying on it.
What does the general meeting decide, and when is it held?
The unit owners general meeting elects and removes the board of directors, hears and decides on the association’s activity and audit reports, and approves the annual plan and budget (art. 14). The association holds an annual general meeting; the board calls a general meeting when owners of 25% of the units ask for one, and a meeting has a quorum when owners of fifty per cent plus one of the units are present (art. 15). Confirm the details in the official gazette with a local adviser.
Does the association need an auditor?
Yes. Article 20(1) reads: “Unit owners association shall have an auditors.” The appointment, number, qualification, duties and dismissal of auditors are left to regulation (art. 20(2)). Check the official Negarit Gazeta text, and any regulation issued under it, with an Ethiopian adviser.
Who keeps the records and accounts?
The board of directors, which the Proclamation calls the managerial organ of the association (art. 16). It prepares the annual plan and budget, keeps the records and accounts of the association and reports on its activities to the general meeting (art. 18). Check the official gazette text with a local adviser before relying on it.
How are common expenses shared, and what if an owner does not pay?
Owners contribute to common expenses in proportion to their undivided interest in the common elements (art. 24). For unpaid common expenses the association has a lien right on the owner’s unit; it must obtain a certificate of that right within three months of the default and give the owner 15 days’ notice before the lien is registered (art. 25). Confirm the procedure against the official Negarit Gazeta with an Ethiopian adviser.
What does Unitify do with contributions?
It keeps a balance per unit, records each payment against the right unit, sends automatic reminders and sends the charge to the resident app, so the board is not rebuilding the accounts at the end of the year.
Does Unitify integrate with telebirr?
No. telebirr is not integrated with Unitify. Owners pay as they do today and Unitify records the payment against the right unit.
