How to choose a house manager in Latvia

Five checks, each tied to the Law on Residential House Management (Dzīvojamo māju pārvaldīšanas likums).

1. 1

   Look the company up in the managers' register

   A manager who has signed a management contract must register in the managers' register within a month, and anyone may inspect its entries and the documents filed with it (art. 18). The register is kept by BVKB and filed through bis.gov.lv.

2. 2

   Ask who holds the qualification

   The employee who performs the task in your house needs a document certifying at least the 5th professional qualification level; for a company the requirement attaches to that employee, not to the company (art. 13). Owners who manage their own house need level 4 only above 1 500 square metres.

3. 3

   Ask how the house file is kept

   The manager keeps the house file: owners' decisions, the management contract, work plans, estimates and income and expense reports. Part of it must be created or filed in the Building Information System BIS (art. 8).

   Require the yearly plan and report

   The manager must present the work plan in writing at least once a year and give a written annual report, with arrears shown separately for each service (art. 15).

   Check what happens to your savings

   The manager may not use the funds the owners have set aside to cover its own losses or another owner's debts (art. 14(6)).

What this list does not tell you

Being listed is not a quality mark and the order is not a ranking: it follows the number of house files. A company is missing if the dataset does not name it as the current manager of any house yet, if it is a natural person or an owners' association managing its own house, or if it asked us to remove it. Figures are as of October 17, 2026 and change when the register changes.
