Latvia: Flat Handover Act (Akts) Template

A handover act (pieņemšanas-nodošanas akts) records, on the day a flat is handed over, the state it is handed over in: which keys were given, what the meters read, what stays in the flat and which defects both sides can see. The Latvian version of this article carries a printable form in Latvian that works for a sale or a lease. It is a neutral model, not legal advice. Check it with a lawyer or notary and match it to the purchase or lease contract before signing.

What the Apartment Property Law says

We read the Apartment Property Law (Dzīvokļa īpašuma likums) in the redaction in force from 29.05.2026 on likumi.lv. It contains no model handover act or list of required fields, and the act itself is not mentioned. It does contain rules on a sale that an act helps to document:

  • The seller must inform the buyer of the owner's unfulfilled obligations, including those in art. 13.1(1) (art. 10(1) pt 10).
  • The owner bears management costs, utilities, accumulation-fund contributions and the land use fee (art. 13.1(1)). On a voluntary transfer the acquirer answers for such debts that arose no earlier than three years before the flat passed to them, plus late interest and any contractual penalty (art. 13.1(2)). The acquirer may then demand that the previous owner reimburse what the acquirer paid to the creditor on those debts, unless they agreed otherwise (art. 13.1(4)), which is why the form has a field for the parties' agreement. The article took effect on 1 January 2026. The glossary entry on debt when selling a flat (Latvian) has the details.
  • The certificate on the fulfilment of those payments is prepared and issued under the rules on managing residential buildings (art. 13.1(6)).
  • On a transfer, the parties must without delay notify the house manager in writing of the new owner, and the acquirer submits the title document (art. 10(3)).
  • The owner states a phone number, an e-mail address and a correspondence address if different (art. 10(4)).

This article does not cover how to split the management fee and utilities for the month of handover between seller and buyer: agree that in the contract and check with a lawyer or notary. See also how the management fee is calculated and the house file in BIS.

How to use the form

Fill it in together on the day; read the meters with both parties present and write the numbers and the date; count keys, remotes and cards; list what stays in the flat with its condition; photograph defects and write how many photos there are and their numbers; write "none" instead of leaving an item blank; on a sale, write the date the manager was notified in writing; sign both copies and keep one each. The form also has optional fields for a personal or registration number, an authorised representative, the deposit (for a lease), the persons declared as residing in the flat (for a sale), and a short return block for the end of a lease: keys and meters handed over and handed back, differences from the handover act, and the deposit.

How Unitify relates to this act

It does not generate handover acts and has nothing to do with flat deals: it is a platform for owner-occupied buildings and the companies that manage them. If your manager uses Unitify, owners can submit meter readings and send requests in the resident app; what exactly you see depends on the manager's setup. Euro prices are net of VAT; see pricing and the Latvia page.

Frequently asked questions

What is a flat handover act and when is it written?

It is a document in which both parties record, on the day a flat is handed over, the state it is handed over in: keys, meter readings, what stays in the flat and which defects are visible. It is written when the flat goes to a buyer or tenant, and a second act can record its return after a lease.

Is a handover act required when a flat is sold in Latvia?

We found no requirement for, or model of, a handover act in the text of the Apartment Property Law (redaction of 29.05.2026). It is a document the parties agree on. Whether and how to tie it to the purchase contract is for a lawyer or notary to judge.

What should the handover act contain?

The parties and the address, the basis of the handover (contract and date), the number of keys, remotes and cards, meter numbers and readings with the date, the inventory left in the flat with its condition, the condition of the rooms, defects with photo numbers, the documents handed over and both signatures. The Latvian form has all of these fields.

What debts does the buyer of a flat answer for?

On a voluntary transfer the acquirer answers for debts for management costs, utilities, accumulation-fund contributions and the land use fee that arose no earlier than three years before the flat passed to them, and pays late interest and contractual penalty if any was charged (art. 13.1(2)). For the transitional rules, see the glossary entry.

What must be reported to the house manager when the owner changes?

The law says the parties to the transaction must without delay notify the house manager in writing of the change of owner, and the acquirer then submits the document proving title (art. 10(3) of the Apartment Property Law). The new owner must also give current contact data: phone, e-mail and a correspondence address if different (art. 10(4)).

Does the template work for both a sale and a lease?

It has fields for both, and you write in the basis (purchase or lease contract). The legal references here concern the transfer of ownership of a flat; we did not check tenancy rules, so ask a lawyer about those.

Does Unitify generate a handover act?

No. The form is for printing and filling in by hand. Unitify is a platform for owner-occupied buildings and their managers, not a tool for flat transactions.
