Unitify

Software for Associations of Owners in Islamabad, Pakistan

The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026 proposes an elected Association of Owners for every condominium complex in the Islamabad Capital Territory, collecting contributions into a management fund; it is a bill, and it is not law until it is assented to and notified. Unitify keeps contributions per unit, records each payment against the right unit and gives owners a resident app.

Every one of these becomes a ticket, gets solved and stays on record. One platform to run the whole building.

One platform for the promoter who builds the condominium complex and the Association of Owners that would take over its common areas.

One platform, three layers

  1. Operations

CRM, billing, resident and technician apps. Every request becomes a ticket, every invoice goes out on time.

  2. Building

Intercoms, access control, cameras, meters, EV chargers and building systems. The hardware layer most platforms leave out.

  3. Intelligence

AI answers calls, files tickets and writes reports. Nothing happens without your approval.

Questions an Islamabad promoter or Association of Owners asks

Is there a condominium law in Islamabad?

There is a bill. The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026 is a Government Bill; the National Assembly Standing Committee on Housing and Works reported on it on 7 April 2026, recommending by majority that the National Assembly pass it. The Senate’s bills page lists it among bills passed by the Senate, with 21 May 2026 as the date of passage. Presidential assent and notification in the Gazette are not confirmed here, so the Bill is not law until both happen, and this page does not know if or when they will. It covers the Islamabad Capital Territory only, not the rest of Pakistan.

What would the Association of Owners be?

The Bill proposes an Association of Owners for the administration of the affairs of each condominium complex and the management of its common areas and facilities (cl. 8(1)), responsible for general administration and management of the property (cl. 8(5)). It would be a body corporate with perpetual succession and a common seal (cl. 8(10)).

When would the first Association of Owners be elected?

Under the Bill, the regulator would hold an election to constitute the Association of Owners within six months from the handover of possession of fifty percent of the units; until then the promoter would remain responsible for maintenance of the complex (cl. 8(2)). Every unit owner and sub-lessee would have only one vote, however many units they hold (cl. 8(4)). The Bill says the Federal Government “may” appoint or designate an existing body as regulator (cl. 12).

How often would the Association of Owners meet?

The Bill proposes that the Association of Owners meet at least once a quarter, with a quorum of at least three (cl. 8(8)), and that its tenure be three years (cl. 8(7)).

What would the Association collect, and where would the money go?

Among its functions, the Bill lists determining and collecting contributions from the unit owner or their representative, and establishing a management fund into which the contributions are deposited (cl. 9).

What would the Bill ask of promoters on Deeds of Ownership?

The Bill proposes that, for every sale or transfer of a unit, the promoter execute a Deed of Ownership within three months of a sale made after commencement, or within six months of commencement for a sale made before it, then file and register each Deed with the Authority and give the transferee a certified copy (cl. 6).

What does Unitify do with contributions?

It keeps a balance per unit, records each payment against the right unit, sends automatic reminders and sends the charge to the resident app, instead of reconstructing the accounts at month end in a spreadsheet. Requests from residents are tracked in the same place.

Does Unitify integrate with Pakistani payment methods?

There is no integration with any Pakistani payment method. Owners pay as they do today, by bank transfer, and Unitify records the payment against the right unit. Paying online by card inside the resident app needs a payment provider connected for your buildings; we agree it per project.
