Software for co-owned buildings and condo committees in Cambodia
Cambodia’s Sub-Decree 126 of 2009 binds every co-owner to the building’s internal rules and splits the upkeep of the common parts by the value of each lot, and its model rules give buildings with five or more owners a board or management committee. Unitify keeps each lot’s share as a running balance, with reminders and a resident app.

Running a co-owned building under Sub-Decree 126
Do co-owners in a Phnom Penh condominium have to follow the internal rules?
Yes. Sub-Decree 126 on the Management and Use of Co-owned Buildings requires the co-owners to respect the building’s internal rules, which set how the building is managed, how it is maintained and what other obligations owners carry (art. 13). Annex 1 to the sub-decree sets out model internal rules.
When does a co-owned building need a board or a management committee?
Under the model internal rules in Annex 1, a building with five or more owners organises a management body by setting up a board or a management committee to handle the co-owners’ affairs, and whoever acquires a private unit becomes a member automatically (clause 5). Check the internal rules your building actually registered.
How does the general assembly of co-owners take decisions?
The model rules have all co-owners meet in a general assembly to appoint the board or committee, with decisions counted as a percentage of the co-owners. Changing the internal rules, repairs, maintenance and payment of public service charges need an absolute majority of all co-owners; demolishing or rebuilding a building too dilapidated to use needs at least 75 per cent (clause 5).
Who pays for the common parts, and in what shares?
All co-owners must keep the common parts maintained, and the cost is divided in proportion to the value of each lot unless the owners agree otherwise or the internal rules say differently (art. 14). The model rules leave repairs inside a private unit to its owner and count the common costs as a percentage based on the floor area of each private unit (clause 6).
What if a co-owner will not contribute to maintenance?
The sub-decree’s penalty chapter covers it: a co-owner who refuses to bear a share of maintaining the common parts, or who does not respect public order, is penalised as set out in Article 258 of the Land Law (art. 25). A local lawyer can explain how that penalty is applied.
How are disputes between co-owners settled?
In the model rules, a dispute between co-owners goes first to mediation within the board or management committee, and only if that fails to the courts (clause 7).
What does Unitify keep for a management committee?
A running account for every lot: its share of the upkeep, each payment recorded against it and what remains unpaid. Owners get automatic reminders and see their charges in the resident app, and the committee sends notices and tracks residents’ requests from the same place, so the figures for a general assembly are not pieced together from receipts.
Is there an integration with Cambodian banks or payment apps?
No. There is no integration with any Cambodian bank or payment app. Owners pay as they do today, for example by bank transfer, and Unitify records each payment against the right lot. Paying online by card in the resident app needs a payment provider connected for your buildings; we agree it per project.
