The house file, and why part of it lives in BIS (arts. 8, 8.1)
A house file must be opened for every multi-apartment residential house, and its contents are prescribed: owners' decisions, the management contract, powers of attorney, work plans, estimates, actual income-and-expenditure reports, the accumulated-funds balance, confirmations that maintenance work was done, inspection records and meter data. Part of the house file is not paperwork you keep — it is filed into the state Construction Information System (BIS). Meeting and survey decisions, management powers of attorney, work plans, the accumulated-funds figure and inspection records are created there; the management contract, estimates, actual income-and-expenditure reports and maintenance confirmations are uploaded there within 14 days. This has applied since 28 February 2023.

Managing apartments in a Latvian multi-apartment house is a qualified profession: the person who actually performs the management task in that house must hold the residential-house-management professional education at the fifth qualification level. The managers' register is kept by the State Construction Control Bureau, and everything is filed online through bis.gov.lv — including the management contract itself and the staff qualification certificates.

A decision binds every owner in the house when more than half of all apartment properties vote for it — not half of those present. Where a meeting or a survey fails for want of quorum, Latvian law allows a repeat within one month, valid on more than one third of all apartments and decided by a majority of those taking part — but only on simple-majority questions from the original agenda, and the decision takes effect a month after it is notified.

Latvian law requires the accounting and the settlement with service providers to be done separately for each house, and the annual estimate to be drawn up per house with every service priced line by line. Latvia does not require a separate bank account for each house, and it does not require charges to be paid cashlessly.

Latvian law charges default interest on late payment without any need for a clause in the contract — 6% a year where a consumer is a party. Since 1 January 2026, when a Latvian apartment changes hands by a voluntary sale, the buyer becomes liable for the seller's management, utility, savings-fund and land-use arrears going back up to three years, together with interest and any contractual penalty.

Latvia has a state system for the house file, for owners' decisions and for reporting — the Construction Information System, BIS. It has no state system for housing charges: how residents pay is a commercial question. A Latvian management company has had to operate an official electronic address since 1 January 2023, and until owners' communities get their own, official correspondence with the community goes to the manager's.

Yes. Latvia's electronic decision-making is written into the statute: owners can vote in BIS, sign their ballot with the system's e-signing tool, issue and revoke a power of attorney there, and a decision counts as notified from the moment it is signed or attached in BIS.
How does a video intercom with phone unlocking work?
The call goes to the resident's phone through the app instead of a panel inside the apartment. The resident sees the visitor on camera and unlocks the door remotely.
