Hungarian Társasház Annual Accounts: Deadline, Filing, Publication

A Hungarian társasház must hold the general meeting on its annual accounts and budget by the date set in its SZMSZ and at the latest by 31 May. The property authority enters the fact that the adopted report (drawn up under the accounting rules) was filed on the társasház törzslap; the request is due within 15 days of adoption, through a legal representative. The rules are in Act No. CXXXIII of 2003 on társasházak (Tht.) and Government Decree 283/2026 (X. 22.). The quotations are the Hungarian text of the law. We give no sample: the Act prescribes contents, not a form.
When must the meeting be held?
„Közgyűlést szükség szerint, de legalább évente egyszer kell tartani. Az éves elszámolásról, a költségvetés megállapításáról szóló közgyűlést évente a szervezeti-működési szabályzatban meghatározott időpontig, de legkésőbb május 31-éig meg kell tartani.” (Tht. § 35(1))
There are two deadlines side by side. The meeting takes place on the day the SZMSZ fixes, but not later than 31 May. The filing deadline is separate: it runs from the day of adoption.
What do the annual accounts contain?
„A számviteli szabályok szerinti könyvvezetés és beszámoló alapján a közös képviselő, illetve az intézőbizottság éves elszámolása tartalmazza:” (Tht. § 48(1))
The list has items a) to g). The main ones:
„a) a tervezett és tényleges kiadásokat költségnemenként és a közös költség megosztásának a szervezeti-működési szabályzatban megállapított szabálya szerinti bontásban, ezen belül az üzemeltetési kiadásokat, valamint a karbantartásokat és a felújításokat az elvégzett munkák részletezésében,” (Tht. § 48(1)(a))
„b) a tervezett és tényleges bevételeket források szerint, ideértve a közösség javára még nem teljesített – lejárt – követelések részletezését és a behajtás érdekében megtett intézkedéseket is,” (Tht. § 48(1)(b))
„f) a közös költségekhez való hozzájárulás előírását és teljesítését – a tulajdonostársak nevének feltüntetésével –, a külön tulajdonban lévő lakások és nem lakás céljára szolgáló helyiségek szerinti bontásban, továbbá” (Tht. § 48(1)(f))
In plain terms: planned and actual expenses by cost type, itemising operating, maintenance and renovation work; planned and actual income by source, with overdue claims and the steps taken to collect them; and each owner's common-cost contribution, set and paid, with owners' names. The remaining items of the list (c–e, g) are not quoted here. We do not cover the accounting details (which standard, which format).
Adopting the accounts has a stated effect:
„Az éves elszámolás elfogadása esetén a közgyűlés a közös képviselő vagy az intézőbizottság tárgyévi ügykezelő tevékenységét jóváhagyja.” (Tht. § 48(2))
The next sentence sets the limit of that approval:
„A jóváhagyás nem jelenti az esetleges kártérítési igényről és a fogyasztóvédelmi hatóság 43/A. § (5) bekezdése szerinti eljárásáról való lemondást.” (Tht. § 48(2))
How is the report filed?
„A közös képviselő vagy az intézőbizottság elnöke a közgyűlés által elfogadott számviteli szabályok szerinti beszámolót benyújtja az ingatlanügyi hatósághoz. A beszámoló benyújtásának tényét az ingatlanügyi hatóság a társasház törzslapra bejegyzi.” (Tht. § 55/B(2))
The decree supplies the deadline and the attachment:
„A társasházi tisztségviselő a közgyűlés által elfogadott, számviteli szabályok szerinti beszámoló benyújtása tényének az ingatlan-nyilvántartásba való bejegyzése iránti kérelmet a beszámoló közgyűlés általi elfogadásának napjától számított 15 napon belül benyújtja az ingatlanügyi hatósághoz.” (Decree 283/2026 (X. 22.) § 3(1))
„Az (1) bekezdés szerinti kérelemhez csatolni kell a Közgyűlési Határozatok Könyvének a beszámoló elfogadásáról szóló határozatot tartalmazó, – a közokirat kivételével – magyarországi ügyvéd vagy kamarai jogtanácsos által ellenjegyzett kivonatát.” (Decree 283/2026 (X. 22.) § 3(2))
The resolution must contain, beyond what Tht. § 28(2) requires, the community's name, the exact identification of the társasház and the meeting's authorising, unconditional and irrevocable declaration to make the entry (§ 3(3)). The officer files through a legal representative; if there is no officer entitled to represent the community, the audit committee, failing that an owner mandated by the owners, performs this duty (§ 1(2)). The quoted texts do not say on which form, through which portal or at what fee; ask the legal representative.
Worked deadlines
The meeting on the 2026 accounts must be held by 31 May 2027. If the meeting adopts the report on 18 May 2027, the request is due on 2 June 2027. If the SZMSZ sets no earlier day, and by 29 August 2027 (90 days after 31 May) the törzslap still does not show the filing, the notary opens a legality supervision procedure. Check the day counts with the legal representative.
What if it is not done?
„Az (1) és (2) bekezdés szerinti adatszolgáltatás alapján a jegyző törvényességi felügyeleti eljárást indít azon társasház ellen, amely esetében a) a társasházi tisztségviselői tisztség keletkezésének ténye nem szerepel a társasház törzslapján, és a társasházi tisztségviselő tisztségének megszűnése időpontjától számított 90 nap eltelt, vagy b) a tárgyévi beszámoló benyújtásának ténye nem szerepel a társasház törzslapján, és a tárgyévi éves elszámolásról szóló közgyűlés megtartására vonatkozó, a Tht. 35. § (1) bekezdésében meghatározott határidőtől számított 90 nap eltelt.” (Decree 283/2026 (X. 22.) § 7(3))
The report is also public: the land-mapping authority publishes the társasházak's reports on its website (Tht. § 55/C). Registering the officer is the subject of our article on registering the közös képviselő.
What an owner can ask
When the accounts meeting is and which day the SZMSZ sets; whether the budget and the accounts, with expenses and income by cost type, arrive beforehand; whether you can see the setting and payment of your own common cost (Tht. § 48(1)(f)); and whether the report was filed within 15 days of the meeting and shows on the törzslap.
What Unitify does
The officer prepares the report and arranges the filing through a legal representative; Unitify does not replace that. It helps with the raw material: payments and arrears per apartment and owner, expenses and repair requests in one place, resolutions and minutes stored per building and shareable with owners, and notices in the resident app. The app interface is in English for now and is set up for each project; there is no Hungarian interface yet.
If you are a közös képviselő, you can start free from the Unitify page for Hungary. If you are an owner, take the questions above to the next meeting.
