Registering a Közös Képviselő in Hungary After 31 October 2026

Since 31 October 2026 the közös képviselő (the elected representative of a Hungarian társasház) or the chair of the intézőbizottság may manage the building only if the property authority has entered the office on the property register's society sheet, the "társasház törzslap". The request for entry is due within 15 days of the election, through a legal representative. The rules are in Act No. CXXXIII of 2003 on társasházak (Tht.) and in Government Decree 283/2026 (X. 22.). The quotations are the Hungarian text of the law.

What does the Act say about registration?

The Tht. regulates the register of officers in a chapter of its own. The core is one sentence:

„A közgyűlés által megválasztott közös képviselő vagy az intézőbizottság elnöke a közösség ügyintézését ellátó tevékenységet csak akkor láthat el, ha a tisztség keletkezésének tényét az ingatlanügyi hatóság – az erre irányuló kérelme alapján – az ingatlan-nyilvántartásba – a társasház törzslapra – bejegyezte.” (Tht. § 55/A(2))

So entry is the condition for acting at all, not an afterthought. The officer performs the registration and change-notification tasks personally (Tht. § 55/D). The register is public: the land-mapping authority publishes on its website the officers' data, the accounts of the társasházak, and the name, address and parcel number of each community (Tht. § 55/C), so anyone can check whether their building's officer is registered.

What happened on 31 October 2026?

Until then there was a grace period:

„A közgyűlés által megválasztott közös képviselő vagy az intézőbizottság elnöke a közösség ügyintézését ellátó tevékenységet 2026. október 31. napjáig – nyilvántartásba vételtől függetlenül – elláthatja, ha a tevékenység végzésére való jogosultságát hitelt érdemlő módon igazolja.” (Tht. § 64/A)

It has ended. Whoever had not requested entry by then was given 15 days from the decree's entry into force (23 October 2026) by the transitional rule of Decree 283/2026, § 9(1): an officer elected before the decree who is performing the management and had not yet filed must do so "within 15 days of the decree's entry into force", unless the office ends within 30 days and the end date is known. The full text:

„Az e rendelet hatálybalépését megelőzően megválasztott társasházi tisztségviselő, aki a közösség ügyintézését e rendelet hatálybalépésekor ellátja, vagy a tisztségének keletkezéséről szóló szerződés alapján e rendelet hatálybalépését követően fogja ellátni, és a tisztség keletkezése tényének az ingatlan-nyilvántartásba való bejegyzése iránti kérelmet e rendelet hatálybalépéséig nem nyújtotta be az ingatlanügyi hatósághoz, e kötelezettségének az e rendelet hatálybalépésétől számított 15 napon belül tesz eleget, kivéve, ha a tisztség megszűnésének időpontja e rendelet hatálybalépésekor ismert, és e rendelet hatálybalépésétől számított 30 napon belül következik be.” (Decree 283/2026 (X. 22.) § 9(1))

That period expired or is expiring in early November 2026; the decree does not name the exact last day. If the request has not been filed yet, discuss it with the legal representative without delay.

How does the request work?

Section 2 of the decree sets the steps: the deadline is 15 days from the election; the filing goes to the property authority; it is made through a legal representative, because the officer performs the registration, report-filing and change-notification duties "jogi képviselő útján"; and the attachment is an extract of the resolutions book (Közgyűlési Határozatok Könyve) with the resolution on the election, countersigned by a lawyer or chamber in-house counsel.

„A társasházi tisztségviselő a tisztség keletkezése tényének az ingatlan-nyilvántartásba való bejegyzése iránti kérelmet a közgyűlés általi megválasztásának napjától számított 15 napon belül benyújtja az ingatlanügyi hatósághoz.” (Decree 283/2026 (X. 22.) § 2(1))

„Az (1) bekezdés szerinti kérelemhez csatolni kell a társasházakról szóló 2003. évi CXXXIII. törvény (a továbbiakban: Tht.) 44. §-a szerinti Közgyűlési Határozatok Könyvének (a továbbiakban: Közgyűlési Határozatok Könyve) a társasházi tisztségviselő megválasztásáról szóló határozatot tartalmazó, – a közokirat kivételével – magyarországi ügyvéd vagy kamarai jogtanácsos által ellenjegyzett kivonatát.” (Decree 283/2026 (X. 22.) § 2(3))

When the officer changes, the predecessor must help:

„A korábbi társasházi tisztségviselő az (1) bekezdés szerinti kérelem benyújtásához szükséges iratokat köteles az új társasházi tisztségviselő részére annak megválasztását követő 5 napon belül átadni.” (Decree 283/2026 (X. 22.) § 2(5))

The quoted provisions do not say on which form, through which portal or at what fee the request is made. Ask the legal representative.

What if there is no registered officer?

The decree has a rule for the interim: the audit committee, failing that an owner mandated by the owners, handles the community's affairs, without the registration tasks:

„Ha a Tht. 64/A. §-a szerinti határidő leteltét követően a társasházközösségnek nincs az ingatlan-nyilvántartásba bejegyzett, a képviselet ellátására jogosult tisztségviselője, a számvizsgáló bizottság, annak hiányában a tulajdonostársak által megbízott tulajdonostárs látja el – az e rendelet szerinti, a tisztség keletkezése tényének nyilvántartásba vételével kapcsolatos feladatok kivételével – a közösség ügyintézését és képviseletét a társasházi tisztségviselői tisztség keletkezése tényének ingatlan-nyilvántartásba első alkalommal való bejegyzéséig.” (Decree 283/2026 (X. 22.) § 9(2))

The rule lasts until the first entry; the settled state is that the meeting elects a közös képviselő or chair and the election is registered.

What follows if it is not done?

The municipal notary (jegyző) checks the sheets:

„Az (1) és (2) bekezdés szerinti adatszolgáltatás alapján a jegyző törvényességi felügyeleti eljárást indít azon társasház ellen, amely esetében a) a társasházi tisztségviselői tisztség keletkezésének ténye nem szerepel a társasház törzslapján, és a társasházi tisztségviselő tisztségének megszűnése időpontjától számított 90 nap eltelt, vagy b) a tárgyévi beszámoló benyújtásának ténye nem szerepel a társasház törzslapján, és a tárgyévi éves elszámolásról szóló közgyűlés megtartására vonatkozó, a Tht. 35. § (1) bekezdésében meghatározott határidőtől számított 90 nap eltelt.” (Decree 283/2026 (X. 22.) § 7(3))

The notary sends the first data request to the land-mapping authority by 15 February 2027 (§ 9(3)). The decree requires a legality supervision procedure; the passages we read name no fine. The report deadline is in our article on the annual accounts. Changes must also be notified within 15 days, for example a resignation, counted from its communication (§ 4(1)(b)(ba)).

What an owner can ask

Whether the house's közös képviselő is on the törzslap and since when; when the officer was elected and whether the request was filed within 15 days; who the legal representative is; and where the resolutions book is: any owner may look into it and ask for a copy against the copying cost (Tht. § 45(2)).

What Unitify does

The request for entry is filed by the officer's legal representative with the property authority; Unitify does not file it. It helps with the work around it: resolutions, minutes and signed scans are stored per building and can be shared with owners, notices go out in the resident app, and charges and arrears are tracked per apartment. The app interface is in English for now and is set up for each project; there is no Hungarian interface yet.

If you are a közös képviselő managing several buildings, you can start free from the Unitify page for Hungary. If you are an owner, ask the representative the questions above.

Frequently asked questions

Must the közös képviselő be registered?

Yes. An elected közös képviselő (or the chair of the board form, the intézőbizottság) may manage the community only once the property authority has entered the office in the ingatlan-nyilvántartás, on the társasház törzslap (Tht. § 55/A(2)).

What was the 31 October 2026 deadline?

Under Tht. § 64/A the elected officer could act until 31 October 2026 regardless of registration, if able to prove the authority credibly. That grace period has ended.

Within how many days must the registration request be filed?

Within 15 days of the general meeting's election, with the property authority, through a legal representative. The request must attach an extract of the resolutions book countersigned by a Hungarian lawyer or chamber in-house counsel, unless it is a public deed (Decree 283/2026 (X. 22.) § 1(2), § 2(1) and (3)).

What if there is no registered officer?

After the Tht. § 64/A deadline the audit committee, failing that an owner mandated by the owners, handles the community's affairs and representation, except the registration tasks, until the first entry (Decree 283/2026 (X. 22.) § 9(2)). If the office is not on the törzslap and 90 days have passed since the previous officer's office ended, the municipal notary opens a legality supervision procedure (§ 7(3)(a)).
