Software for a Stambena Zajednica Manager

Unitify is software for a stambena zajednica manager (upravnik) in Serbia: the manager gets charges per apartment, requests and notices in one cabinet, and residents get an app on iOS and Android. Start on the free plan, with no card and no call, and with no cap on users or buildings. Below: what the software does, what it does not do and how it fits the Law on Housing and Building Maintenance.

Software for a building manager: what you need

A stambena zajednica (housing community) is a legal person with its own company number, tax number and current account, and the upravnik is the individual who runs it day to day: an elected owner or a licensed professional manager, who may be engaged through a professional-management company. The software should cover three things: the charge per apartment in one place, residents' requests that do not end up as phone calls, and owners who know what is happening in the building.

What Unitify does

  1. Resident app. A resident sees their apartment's charge, sends a request, reads notices and takes part in votes.
  2. Requests with a status. Every request has an address, an assignee and a status, so the manager sees what is closed and what is not.
  3. Charges by line. Per square metre, per apartment, per resident or as a fixed sum; each line shows up as a separate row for the resident.
  4. Payment records. Payments are recorded per apartment, so each apartment's debt is visible at once.
  5. Meter readings. Residents submit them from the app.
  6. Notices. A news post is written once and appears in the resident app.
  7. Votes and polls. The manager creates a vote, residents answer from the app and the manager follows participation.
  8. Roles. Staff work in the web cabinet; the number of users is not capped on any plan.

What Unitify does not do

  • It is not bookkeeping software: billing keeps charges and payments, and bookkeeping stays with you.
  • It is not a manager and does not replace a professional manager's licence.
  • It does not replace the assembly meeting or the decision rules: quorum and majority come from the law and the owners' rules, not from the software.
  • It has no video conferencing of its own.
  • It has no connected payment provider in Serbia.

The Law on Housing and Building Maintenance

Under the Law on Housing and Building Maintenance (Official Gazette of the RS, No. 104/2016), a housing community becomes a legal person the moment at least two people become owners of two separate units in the building. Each has a company number, a tax number and a current account, and every owner may require the manager to give electronic or other access to the balance and movements on that account. An owner may vote in writing or electronically and then counts as present for the quorum; the law prescribes no platform.

For software, this means that charges and payments are kept against the community's account, not beside it. More on meetings and voting in The Housing Community Assembly: Notice, Quorum and Voting, and the terms are in the Serbia housing glossary (in Serbian).

Payment: what is connected and what is not

No payment provider is connected in Serbia yet. Residents pay as they do today, through their own bank, into the housing community's current account, and Unitify keeps the charge per apartment and the record of payments. In Belgrade a housing community may contract to have its charges added to the Infostan unified monthly bill, but that is not a Unitify integration. Unitify already runs in buildings in Batumi and Baku; we have no published installation in Serbia yet, so we suggest you start with one building.

Price

Free plan: €0 per apartment per month, with unlimited users and properties. It covers the core features and one notice a month for residents. Base is €1 per apartment per month and Pro is €3. Billing is an add-on: €0.5 per invoice, free on Pro. Video and intercom are €1 per apartment, only if you switch them on. All prices exclude VAT. These are the prices for Serbia; the latest are on Unitify for Serbia.

How to start

Start free with one building: no card and no call. For a full launch, send the building registry (apartments, owners and opening balances) as an Excel file or an export from your current system, and we set the building up with you. Residents then add their own apartment in the app and the manager confirms them.

Frequently asked questions

What software does a stambena zajednica manager need?

Software that works for both sides: it makes charges, requests and notices easier for the manager, and it gives the resident an app where they see the charge for their apartment, send a request and follow the balance. That is what Unitify is for: the manager works in one cabinet, residents in the app.

Is there a free program for a building manager?

Yes. Unitify's free plan is not a trial: no card, no expiry, and the number of users and buildings is not capped. It covers the core features and one notice a month for residents; AI features are not part of the free plan. Current prices are always on the pricing page.

Can owners vote electronically?

Yes. Serbian law expressly allows an owner to cast a vote in writing or by electronic means, and an owner who does so counts as present for the quorum. The law prescribes no particular method, platform or state system. A vote in the app helps collect the votes and shows participation, but the minutes must still record how each present member voted.

How do residents pay when they use Unitify?

No payment provider is connected in Serbia yet. Residents pay as they do today, through their own bank, into the housing community's current account. Unitify keeps the charge per apartment and the record of payments, so the balance of each apartment is in one place.

Does Unitify replace the manager's licence or bookkeeping?

No. The licence for a professional manager is issued to an individual by the Serbian Chamber of Commerce after an exam, and Unitify does not replace it. Billing keeps charges and payments, but it is not bookkeeping: bookkeeping stays with you or your accountant.
