How buildings are managed in Georgia
Georgian law defines the homeowners’ association as ბინათმესაკუთრეთა ამხანაგობა (binatmesakutretha amkhanagoba, commonly shortened to amkhanagoba), under the 2007 Law on Associations of Owners of Apartments. Unlike a post-Soviet ТСЖ, an amkhanagoba has no legal-entity status. It is an association of owners acting under a charter (წესდება), not a separate organization.
That distinction shapes who a platform actually sells to: either a management company or developer administering the complex under contract with owners, or the owners’ association directly, without assuming it can sign as a legal entity. In Georgian and Russian-language content, “management company” more often refers to short-term rental management than to building operations.
